  • I will lead our city with integrity, compassion, and competently deliver results for Baguio through a united, motivated, and results-driven team and citizenry.

Malinis Na Baguio

  • Establish modular and district-level or clustered sewer treatment system depending on the topography of the barangays.
  • Implement a multi-strategy waste management approach to address the long standing garbage and solid waste problem of the city.
  • Clean up our waterways, electric and cable wires, and posts to ensure a safe and orderly environment.

A Healthy Baguio

  • Enhance the capacity of our city and barangay health centers towards preventive health programs. Design and implement proactive measures to address recurring health issues and challenges.

A Safe & Humane Baguio

  • Enhance trust, confidence and respect of people to our government by fair, just, and equitable implementation of rules, regulations, and ordinances. We will treat our citizens with dignity, respect, and humaneness.

Parks & Tourism

  • Increase greenery all over the city, especially in the barangays for the enjoyment of Baguio residents, especially families and children.
  • Integrate parks and open spaces into one interconnected system.
  • Enhance and develop tourism facilities.

Pedestrian Friendly Traffic Solutions

  • Develop a comprehensive program designed to address traffic congestion and other related problems. Establish parking spaces in strategic areas, prioritize walkable streets, effective public transportation systems, and elevated walkways for better and efficient mobility.

The Public Market is for the People of Baguio

  • I stand with our market vendors. I will not allow privatization of Baguio’s beloved public market and make sure that the public market modernization is city-led and managed.
  • Expand entrepreneurial opportunities for our market vendors and other stakeholders

Strengthen Baguio as a Youth and Education City

  • Initiate strong collaboration among educational institutions, non-government organizations, and other government offices to uplift the quality of education in the city.
  • Ensure there are multiple opportunities for the youth to develop themselves in the area/s they choose: academics, research, sports, arts, culture, or tech-voc.
  • Promote lifelong learning through adult education programs.

Modernize Baguio Public Schools

  • Improve facilities of all 67 public schools (i.e., classrooms, restrooms) for the comfort, health, and learning experience of our students and teachers.
  • Equip public schools with internet connectivity and laptops or tablets for enhanced student learning and teacher effectiveness.

Trabaho Para Sa Lahat

  • Strengthen city’s capacity to help address unemployment and underemployment by bolstering small businesses, supporting industries, expanding skills job matching and creation efforts, collaborating with educational institutions to boost Baguio’s labor force

Creative Baguio

  • Develop programs and other support mechanisms for artists, artisans, and creative workers in the city

Support Local Baguio Businesses

  • Pabilisin at simplify ang processing ng mga city permits at licenses. Full and proper implementation ng Ease of Doing Business Act (RA 11032): 3 working days for simple transactions, 7 working days for complex, and 20 working days for more complex transactions.
  • Provide support to Baguio Micro, Small, and Medium Enterprises.

Simulang Lutasin ang mga Problema sa Lupa at Pabahay

  • Institute measures to address Baguio’s land and housing challenges in partnership with relevant national government agencies.

Responsive and Honest Governance

  • Provide support and create opportunities for city government and barangay employees and volunteers to ensure effective delivery of services

Chairperson of the House Committee on Higher and Technical Education from 2019 to present holding weekly committee meetings and processing an average of 100 bills annually

Important Authored Bills Signed into Law

RA 11084 & RA 11689: Increased the Bed Capacity of Baguio General Hospital and Medical Center (BGHMC) from 500 to 1,500 beds  

Continuous improvement in healthcare services and equipment; increased medical personnel. We will continue to see enhanced specialty programs such as mental health, cardiovascular, lung, brain, spine, cancer, transplant, and renal care, among others. 

RA 11192: Established the Cordillera Cordillera State Institute of Technical Education (CSITE)

Strengthening tech-voc education in Cordillera to develop innovative and technically competent individuals. CSITE was awarded the 2022 Best TESDA Training Institution Nationally. CSITE offers 118 programs including 5 diploma programs, 2-year vocational programs, and short courses with 31,760 graduates from 2022 to 2025. 

RA 10931: Free Tertiary Education
Since 2017, this law has provided free tuition in all State Universities and Colleges (e.g., UP Baguio, BSU), public universities and tech-voc institutions.

RA 11982: Granting Additional Benefits to Senior Citizens 
Seniors who turn 80, 85, 90, and 95 will receive a cash gift of ₱10K and a letter from the President.
RA 11623 & RA 11624: Created 2 New Baguio National High Schools - Fort Del Pillar and Hillside 

RA 12118: Establishing the Baguio High School for the Arts


RA 12119: Establishing a Specialized Sports High School in Baguio


HR 253 (DOH AO 2024-0017): Removal the Purchase Booklet Requirement in Drugstores for Senior Citizens


RA 11932: Creating the Metropolitan Baguio, La Trinidad, Itogon, Sablay, Tuba and Tublay Authority (MBLISTTDA) -  The Authority shall administer a special development and administrative area that includes the planning, budgeting, and implementation of interlocal programs, projects, and activities for socio-economic development. The MBLISSTDA shall be under the administrative supervision of the Office of the President.

RA 11604: Rehabilitation and Maintenance of Kennon Road as an All-Weather Road - to make it safe, passable, and convenient 365 days a year ending its 'open-close' situation.

RA 11509: Doctor Para sa Bayan Act - establishing a medical scholarship and return service program

RA 11032: Ease of Doing Business and Efficient Government Service Act - simplifies government processes to assist entrepreneurs and small businesses. Government units to undergo evaluation and improvement of transaction systems and procedures to reduce bureaucratic red tape and processing time.

RA 11984: “No Permit, No Exam” Prohibition Act - allowing disadvantage students with unpaid tuition fees and school fees to take their periodic and final examinations

RA 12077: Moratorium on the Payment of Student Loans during Disasters and Other Emergencies 

RA 12080: Basic Education Mental Health and Well-Being Promotion Act - comprehensive mental health programs for public elementary and high school students through the creation of mental health centers in every public school offering counselling, stress management and mental health awareness programs

RA 12063: Institutionalizing the Enterprise-Based Education and Training Framework Act
